New Community Park Open House
Basin Recreation is happy to present the concept for its latest community park situated adjacent to Trailside Park. The project is located on the northeast corner of Silver Creek Parkway and Trailside Drive, on a 68.52-acre parcel owned by the District. The property was purchased in 2019 with grant funds from Summit County’s Transient Room Tax. In 2021, Basin Recreation intends to develop a 10-acre portion on the southwest side of the lot. The remainder of the property is currently programmed as recreational open space with trail opportunities.
The low-profile park concept includes two multi-purpose turf fields, two pavilions, 118 parking stalls, and a restroom. Future plans include development of a small trail network and enhancement of existing trails on the remaining area. Construction of the park is planned to begin and conclude in 2021.
A virtual open house will be held on Tuesday, November 17, 2020 at 6pm MST to present the project. District Staff will be joined by Bowen Collins and Associates, the engineering firm responsible for the design documents. The District is excited to describe the project in more detail and answer any questions from the public. Comments will be collected until November 24, 2020.

As part of the due diligence for this project, the District has engaged consultants to prepare (1) a baseline study to evaluate soil types, ecosystem types, plant community, and wildlife habitat on the property; (2) a traffic study to analyze traffic flow in the area; and (3) a wetland delineation report.
The planned park is consistent with the District’s most recent master planning efforts. First, in 2019 the District hired Y2 Analytics to conduct a community wide survey. In that survey, 23 percent of Basin respondents said that outdoor field space was important to them or members of their households (the 4th highest ranked outdoor amenity). In 2019, the District also worked with Zions Public Finance, Inc. to update its Needs Assessment Study in order to identify current and future shortages by facility type caused by population growth. That study showed that, should Basin Recreation lose use of the school district fields, it would need to build ten multi-purpose fields to keep up with the demand. Finally, the recently passed Strategic Action Plan, produced by Landmark Design, listed outdoor field space as the 6th prioritized facility and pavilions as the 14th prioritized facility overall.
